If you take the shine off of the existing paint you can prime that as needed. I'd recommend sanding as deep as is neccessary to find rust, fix that up, prime the lot, then paint. Bright green Gem? Just get a good sub/subs. I'd go a 12, and you shouldn't need more than one sub if you get a good one.

Every car will rattle differently, I have compared my Gem to a mate's. Just get a whole lot of sound deadener and go through it all.
