Most of the guys run an internal reg unit @80amp, and modify some of the brackets to suit.

When u have ur horn wire, solder on another wire to it, and run that to the new switch, and find an earth for the other side of the switch, then horn will work from both positions. However if ur horn issue is in the column, you may not eliminate the issue depending on where u pick up the horn wire, ...

pull it out and soak it in WD40, its just a detent actuation, that may only be stuck in the on position.
